Does he love me romantically?

I know I love him romantically, and he loves me, but most likely as just a friend. He is sweet and nice to me, offers help and advice if I need it, talks to me a lot, and we have a LOT in common. The thing is, we are only 13, so he might not be ready for romance yet. He won't go on a date until he is 16, or so he says, and he said he would say I'm his girlfriend only if someone specifically asked, but I wonder if he doesn't openly admit it out of embarrassment. Can someone with experience please tell me if he loves me and is waiting for me to make a move, or does he just think of me as a friend? Thanks!
